There are plenty of different measures you could use.
The Kilgore/Rippetoe Strength Standards aren't bad.
PA's raw grading scale is another measure: Powerlifting Australia - Qualifying Totals
Generally speaking:
D grade = beginner
C grade = advanced beginner
B grade = intermediate
A grade = advanced
E > = elite
