Not gonna call him about a stupid little question. Many people here know him and would probably know why he chose SLDLs, he has probably mentioned it at some point.

Newbie's are typically quad dominant and need direct hamstring work to strengthen that area.

I'm not going to bother arguing but it isn't just Louie Simmons that suggests most people have a weak posterior chain.
You'll find plenty of past/current posters on here whose lifts and knowledge is 100x greater than both ours combined who would agree that SLDL/RDL are imperative for the beginner lifter.

I can't see why a beginner could not do regular deads in the program if they wanted to. I actually think it would be better.
