This thread is hilarious, and I hate myself a little for having read all of it.

For what it's worth, Dave Tates' chest is underdeveloped because he has torn both pecs.
 
His chest look wide on the outside and no development in the middle.

Possibly more developed on the outside and exactly the same in the middle?
Higher body fat in that area?...

I think you need a little more than that... in terms of measurements and the like to make that claim.
