Hill sprints is one I can think of, don't obsess over raises though but if you do to preserve the ankle, like all exercises also add the reverse type exercise to strengthen the antagonist

How would you do this in regards to the ankle?
I have shit ankles from sport, wobble boards have played a massive part in my life

I used to roll my ankle all the time playing footy.
sometimes I'll just roll my ankle walking down the footpath
 
Don't forget that Tibialis Anterior if you have one of those raise machines that work those bad boys.
Hill Sprints or using incline treadmill are the only other ways I can think of.

If you're doing hill sprints, the muscle in your shins will get worked. That area of my leg is always tender after doing trail running/hiking.

Some other ideas.

Yeah my shins burn like fuk after hill sprints. My physio reckons its due to tight ankles.
