Howdy mate.
*First off, being lactose intolerant myself, try whey protein isolate.
**It sound slike you maye be best off by upping your protein and calories by liquid means. By buying your protein in bulk (use google) and buying some bulk carbohydrates (again, google maltodextrin) you can cheaply add a ton of quality protein and calories to your diet. I myself have 3 shakes per day ontop of normal meals of brekkie, lunch and dinner and they each have 100grams protein and 100-200 carbs. You probably won't need anywhere near this much but it's an idea. Start small and add more carbs and protein when you stop gaining weight.
***Mix your shakes with water not milk as it's cheaper, less filling and of course: no lactose!
****Search google or this forum to find a basic training program. However , find out what works best for you and experiement a little. Just make sure not to go more than a week without training any bodypart.
