So we are talking about reps on the last set or even the very last rep? I thought the topic was just cheat reps in general. Like the bro-dude working out in jeans doing swinging dumbbell bicep curls.
I've always used progression as a measure of strength increases, I only use a cheat at the end of the last set as a means to fully fatigue the muscle/s worked and at best would only count it as half a rep if I count it at all.
