Are athletes built or born?

I think genetics set the ceiling, training/effort/will/etc determine how close the athlete will get to that ceiling.
 
Truth is there are few really good 'players' who are simply born that way. But its near impossible make it at the top level without good genetics.

NFL is a great example of this. In order to get a look you need to have been born with speed and coordination. They do everything from measure the guys hands to his body fat. A dude can do something about body fat, but there is nothing they can do about small hands (aka Brian Bosworth). But to make it, you need to develop your skills and your body through hard work. You need to have good genetics but you also need to bust your balls in the off season. Its fun to watch the NFL and see so many highly talented players not make it, truth is they were drafted on genetic potential but didn't have the work ethic or metal toughness to make it in the league. They had great potential but never developed it.
