I think you are missing the point here, the OP suggests that the creatine needs to be dissolved to be absorbed, throwing it in 200 ml of water does not dissolve the creatine and makes it no different to just eating it and washing it down with a glass of water.
It would take a LOT more than 200ml of water to fully dissolve 25 grams or creatine, as the solution would become saturated, as a solution (water in this case) is limited on how much of a substance it will hold in solution.
