what is the best exercise for shoulder blades?
i have been using bent rows and pullovers. are these suitable?
 
rowing movements are a good start, try shrugs and deadlifts as well Pull-ups, Push-ups are all good for development of around the shoulder blade area.
 
One of my favs is to hang from a chin up bar with an overhand grip.
Instead of bending the elbows as you would in a regular chin up just shrug your shoulders and point your chest as high as you can towards the roof and then lower (not drop) yourslelf.
Wear a weight belt with a dumbell tucked in it or a backpack with a couple of plates as you get stronger.
