It has progression, has a rep till failure type set
it has bulk higher rep assistance and it has a deload/easy week before starting it all over again with slightly more weight.

Interesting read.. I personally have gotten more gains and enjoyment from 5/3/1 than I did from 5x5.
Doesn't mean I think one is better than the other, just works for me.

Most people will be better off with some sort of program.
Training by feel for most people just tends to lead to random bullshit training. Spinning their wheels for years and convincing themselves their diet and training is spot and they need to jump on the gear to get that elusive two plate bench.
