I know what I need to do to drop bodyfat now, managed to lose approx 10kg over the last 3months of 2012, however what would be the most efficient way to approach the 2013 comp - keep cutting down first and then work on putting on some more muscle mass, or go for a bulking run first up then cut down for the end of the comp?

You and i look pretty similar. Not sure if thats a good or bad thing.
Answer to your question depends on whether you care about your numbers or not (eg competing). I do care about my numbers so onward for more strength for me - this should make my bmr go up which in turn makes bf go down. If your priorities are appearance related, should be an easy decision / route

I have no plans for competing this coming year, have at least 3 more months of rehab on my leg before thinking about any 1RMs and also want to give the bodybuilding focused training a try.
