Yep go to a lab and ask to get a muscle biopsy. It is pretty much a waste of time though, if you are naturally strong or very athletic you are usually have more type II (though tendon insertions etc can change this).
Supposedly not, though it is not definitive as animals have been shown to split fibres to create more (humans have yet to show this). You can get adaptions by fibres to act more like what you do. So some of your type I fibres will adapt a little to be more powerful (not hugely significant though) if you lift heavy all the time.
