Harden Muscles

In order to make my muscles a bit harder , do i

1) Gain more muscle mass and it'll get harder naturally?
Or

2) loose BF and the muscle will get harder?

Which one? Or am I wrong on both?
 
from my understanding , Its just a matter of losing the fat on top of the muscles that will really harden them up and define them
 
Check out my other post in "Off Season". the photo's are of Lee Priest, you can see that if you carry alot of fat, the muscles do not look hard, but reduce the fat, and they should appear hard.
