It's fat. You cannot target specific area. fat loss is systemic around the whole body.
You need to have a good diet and training plan and then the weight/fat will come off.
Half an hour of cardio at least three times a week. More if you can cop it. But take it easy at first. Also cut right down on carbs. You need to stick at it for 6 months before you see real results. Let us know how you go man.
Nail your diet and your 3/4 of the way there. Hit the weights so you will build some muscle other wise you will look flabby with no muscle definition. Add cardio after you have nailed the first 2 for extra fat burning.
