Most skinny people have digestion issues, preventing them from making use of the nutrients
Think they have a hard time getting the food in, so eat like shit to get it in
Much does not get absorbed

Eat some charcoal, take note of when you shit black
Should be 12-18h optimally
More or less, there is a problem that needs to be addressed
 
Could it be an over active thyroid that's the problem? I'd recommend seeing a GP to get bloods done if you eat like a pelican everyday and still can't put on an ounce of weight.
 
For most its not eating enough.
Alot will make excuses. But for the most part its not eating enough. And when they "cant gain muscle while eating enough" its probably almost always that they are also not training hard enough.
