This is correct and has been mentioned many times but for some reason it seems to be ignored.
 
Frequently enough in what terms? Strength training, hypertrophy, maintaining a healthy body, being an internet hero?
 
How hard you workout has nothing to do with DOMS
I'm sure we've all had a lengthy layoff from working out and remember how severe the doms was the following few days days after your first workout back, even though you lifted much less with less intensity than before your layoff.
 
Frequent enough for what? Frequently enough to make the muscle grow (which is BS) or frequently enough not to get regular DOMS? If the latter, what is the end benefit of this except not having to put up with DOMS. Mentioning it does not make it fact. If I'm missing scientific evidence that has been posted excuse me. Regardless of how frequently you train a muscle if you expose it to a large enough load you will get DOMS.

You have exposed your muscles to a load out of the ordinary. How can you say it has nothing to do with how hard you train?

It's simple, not frequently enough, as in not often enough, as in not lifting weights often enough, as in not working the muscle often enough
I fail to see where the difficulty in understanding lies here
 
Perhaps it is more correct to say it is related to relative training load not absolute training load.
 
DOMS is not only when you're beginning or after a break, but as a result of fatiguing the muscle. It doesn't mean you'll have crippling DOMS, but you'll be stiff and definitely know you've hit a muscle group hard.

The human body is great at adapting. If you do something everyday, it will get stronger. Making it harder to fatigue. In a way bodybuilding is the opposite of this. You don't want your body to adapt; you want it to be hit hard, so it rebuilds larger.

Your muscles get bigger/stronger because they adapt, without adaptation there is no change
