The video is titled Bike Thief.
Itshows a guy stealing his own bike 4 different times in different parts of New York City, during morning rush hour with people all around.

He first walks up to the bike carrying a pair of bolt cutters cutting the chain on the bike, and rides off carrying the bolt cutters in, and the broken chain dragging along.

Next he cuts the chain with a hack saw, taking him 6 minutes and nobody says anything

He then uses an angle grinder with the safety gear of goggles, ear protectors, and leather glovers. He pulls out an electric angle grinder,

The last part of the video he breaks the lock using a hammer and chisel. You can see police van slowly driving past him pulls by him. Finally messenger on a motorscooter pulls up. But instead of tryng to stop the guy the he actually offers some advise of using vise grips to help break the lock.
